Circuit board information help?

For a project of mine, I need to know how to make a basic circuit board-nothing too fancy, just something that can alter and stop the flow of current via the use of dials and switches, but I have no idea how to even begin creating a circuit board like this. What books or websites are good for a complete circuit novice, like myself, to learn everything about how circuits work and how to make one?
