Does anybody have some advice about starting a tropical aquarium?

I am thinking about starting up a tropical aquarium. I was wondering if anybody could give some advice to a novice who has only kept goldfish. My main concern is the electricity usage of the filter and heater. Does this use up much electricity? Has anybodies electricity bill increased since starting their own aquarium? Im in the uk btw.
